As discussed over in this sub-thread as well as in this Expansion Talk - Part 2 sub-thread, we will be reusing the 2006 draft process for 2007 w/ just a small change to accommodate league expansion. To better understand the rationale behind this process, please follow up on the discussion in those sub-threads.
I. Each team is allowed to drop as many players as it wants before a designated deadline at 1am EST, 3/19 (Monday), which essentially translates to 3/18 Sunday night.
The official request to drop players will be submitted via PM sent to The Commish Office account w/ subject title "2007 Player Drop". In the body of the PM, please include your team name and the list of players you wish to drop.
The PMs will not be opened by anyone until after the designated deadline. This will keep each team's move to drop players for the draft secret until after the deadline for strategic reasons that will become obvious once you understand how the draft will work.
The only small change to help accommodate league expansion (and ensure that there will be a sizeable pool of solid players) is that the original 12 teams of the league will each be required to drop enough players to strip down to a max of 15 players left on each roster. Expansion teams may also drop players (if they have any) as they see fit, but will not be required to do so -- though it would probably benefit them to drop enough players to position themselves for better draft picks as they see fit.
II. To determine draft order/picks, we will use the following sequence of steps:
Step 1 - The sole team w/ the most open roster spots will get to make as many picks as necessary until it is no longer the sole team w/ the most open roster spots, ie. it's tied w/ some other team(s) for most open roster spots. If there is no "sole team" for this, then proceed to step 2.
IOW, if the team w/ the most open roster spots has X number more open spots than the team(s) w/ the next most open spots, then that team will have the first X number of picks in the draft.
Step 2 - At this point, all the teams currently tied for the most open roster spots will participate in one round of drafting w/ their draft picks ordered according to their reversed 2006 standings, except for the 4 expansion teams who will receive highest priority w/ exact order to be determined by lottery.
Step 3 - Repeat step 2 until we're done w/ the draft. Note that each time we repeat step 2, there might be more teams added to the new round of drafting due to the way the "most open roster spots" criteria works.
NOTE: To see an example of how this works out, you can check last year's player drops and the resulting draft order/picks over in the 2006 Draft Process thread.
III. The draft order and picks will be set and announced along w/ the comprehensive list of dropped players here in this thread a day or two after the player drop deadline based on the rules above in item II.
The actual date/time for the live draft has not been set yet, but will likely be w/in 1 week of the player drop deadline -- at the moment, it looks most likely to be 9pm EST on either Thursday 3/22 or Sunday 3/25. We will likely give everyone a couple days between the draft order/picks and dropped players announcement and the actual draft time in order to prepare for the draft.
Due to concerns about some owners possibly not being able to make the live draft, we will start the draft early w/ an initial "slow" draft leading into the appointed live draft. The "slow" portion of the draft will be conducted w/out time limit via posts made over here in this forum thread. The actual adding of players to individual rosters will be carried out at the start of the live draft portion on Yahoo.
We will unlock the Yahoo player add/drop function shortly before the live draft. At that time, everyone will finalize player drops in Yahoo according to the official announcement of dropped players before the live draft will commence -- and draft picks already made in the "slow" portion of the draft will also be executed on Yahoo at that time.
IV. We will conduct the live draft using Yahoo IM conferencing for live communications, so please get YIM access, if you haven't already. Each team will execute its draft picks using the Yahoo league's player add function.
* We will broadcast who's turn is next for each draft pick -- please wait until you've been told it's your turn before picking.
* Each pick will be allowed upto 3 minutes to be made before the next pick is up. If the 3 minutes expire before you make your pick, you will still be allowed to make your pick as soon as possible while the next team makes its pick.
* Once you make your pick, please broadcast on YIM that you have made your pick to help move the draft along smoothly.
* If you cannot make the live draft, please submit a pre-ranked players list to me for proxy picks. You may opt to go w/ Yahoo's O-Rank or ranking based on 2006 player points.
* In the event that some draft picks are not used at the live draft for whatever reasons, we will allow a brief grace period of 24 hours for owners of those draft picks to make up their selections before the FA pool is opened for normal add/drops. Those owners can just submit their missing draft selections in the Slow Draft thread on a first come first serve basis -- I will provide a list of the missing picks in that thread at the end of the live draft.
* In the event that team owners are missing from the draft and pre-ranked proxy lists not provided, we will use Yahoo's O-Rank to make temporary proxy picks for them and also allow them to make changes to those picks (and only those picks) w/in the 24 hours following the live draft before we open up the FA pool for normal add/drops.
